According to officials familiar with the matter, the Russian conditions centered on Ukraine agreeing to key concessions regarding territory and sovereignty ahead of any face-to-face discussion between Putin and President Volodymyr Zelensky. A Ukrainian official, who asked not to be identified discussing private negotiations, said the terms were designed to be rejected and were not a basis for good-faith engagement.

Kremlin advisors and Russian Foreign Minister Sergei Lavrov have since reiterated that there are no concrete plans for a leaders' meeting, publicly disputing the notion that negotiations were on the verge of restarting. This official line from Moscow appears to contradict earlier signals and contributes to a climate of diplomatic evasiveness, which Ukrainian leadership has repeatedly criticized.
