- VictoryShares Emerging Market High Div Volatility Wtd ETF (CEY) is an exchange-traded fund that seeks to track the Nasdaq Victory Emerging Market High Dividend 100 Volatility Weighted Index, providing exposure to the highest 100 dividend-yielding stocks from the largest 500 emerging market companies screened for positive net earnings over the last twelve months; the index weights these holdings inversely to their volatility, measured as the standard deviation of returns over the prior 180 trading days, and reconstitutes semi-annually in March and September. In a significant recent development, Victory Portfolios II, the issuer, announced on December 5, 2025, plans to liquidate CEY alongside other low-AUM ETFs following a routine product lineup review; trading will cease after January 29, 2026, with liquidation expected around February 4, 2026, and shareholders receiving cash at net asset value, as Victory Capital bears associated costs excluding brokerage fees.
