Business
Franklin FTSE Russia ETF (FLRU) is an exchange-traded fund that seeks investment results corresponding to the FTSE Russia RIC Capped Index, measuring the performance of Russian large- and mid-capitalization stocks with security weights capped to limit concentration; the fund holds Russian equity securities and cash equivalents. Issued by Franklin Templeton ETF Trust and managed by Franklin Advisory Services, LLC, FLRU offers investors exposure to the Russian equity market through a non-diversified portfolio, with semi-annual dividend distributions and a net expense ratio of 0.19%. The ETF, with ticker FLRU (CUSIP 35473P728), was incepted on February 6, 2018, lists on NYSE Arca, and is headquartered in San Mateo, California, as part of Franklin Templeton's global ETF platform targeting emerging markets. In response to Russia's invasion of Ukraine, FLRU suspended share creations on March 1, 2022, halted trading on NYSE Arca on March 4, 2022, suspended redemptions on December 23, 2022, to facilitate portfolio liquidation, and faced delisting proceedings thereafter due to sanctions restricting access to Russian securities; the underlying index was discontinued, Russian holdings fair valued at zero, and the fund now holds minimal assets in cash while winding up operations, with total net assets at approximately $0.00 million and 800,000 shares outstanding as of late 2025.
