Business
Harbor Small Cap Value Fund Institutional Class (HASCX) is an open-end mutual fund that seeks long-term total return through primary investment in equity securities, principally common and preferred stocks, of small cap companies defined by market capitalizations within the range of the Russell 2000 Index; under normal market conditions, the fund invests at least 80% of its net assets plus borrowings for investment purposes in such small cap securities, typically holding 55 to 70 companies with a focus on those exhibiting strong balance sheets, consistent free cash flow, and attractive valuations. The fund emphasizes a bottom-up, research-oriented process managed by subadviser EARNEST Partners LLC, targeting sectors such as industrials, financial services, technology, consumer cyclical, and energy, while serving institutional investors with a minimum initial investment of $50,000 and a net expense ratio of 0.88%. Harbor Capital Advisors Inc., the adviser founded in 1983 and headquartered in Chicago, Illinois, employs a manager-of-managers approach as an indirect wholly-owned subsidiary of ORIX Corporation. The fund, launched on December 14, 2001, operates within the small blend category and primarily targets U.S. markets, with nearly all assets (98.49%) allocated to U.S. stocks as of recent data. Total net assets stand at approximately $2.08 billion, with the institutional share class comprising $1.56 billion. In a significant operational change, the fund closed to new investors effective June 1, 2021, to preserve capacity and strategy implementation amid asset growth from performance and inflows, while continuing to accept investments from existing shareholders and exchanges from other Harbor funds. More recently, in May 2025, subadviser EARNEST Partners LLC partnered with Harbor Capital Advisors to launch a new lineup of actively managed ETFs—including Harbor Mid Cap Value ETF (EPMV), SMID Cap Value ETF (EPSV), Mid Cap Core ETF (EPMB), and SMID Cap Core ETF (EPSB)—extending similar value-oriented strategies into tax-efficient ETF formats for broader investor access amid market uncertainty. Portfolio manager Paul E. Viera has led the fund since inception, with EARNEST Partners ranking #2 out of 89 managers in the Q3 2024 Behavioral Alpha Benchmark for decision-making skill.
