Schwab Fundamental International Small Company Index ETF (FNDC) is a passively managed exchange-traded fund that seeks to track the total return, before fees and expenses, of the RAFI Fundamental High Liquidity Developed ex US Small Index (Net), which measures the performance of small companies in developed markets outside the United States based on fundamental metrics such as sales, cash flow, dividends, and book value.
