- Power Engineering Consulting Joint Stock Company 2 (PECC2) is a Vietnam-based energy engineering, general contracting, and power project investment company operating as a subsidiary of state utility Vietnam Electricity (EVN). Founded in 1985 and headquartered in Ho Chi Minh City, Vietnam, the company provides end-to-end technical, engineering, and asset lifecycle solutions across the power generation, transmission, and industrial infrastructure sectors. PECC2 operates through three core business segments: Engineering Consultancy, EPC Contracting and Technical Services, and Energy Project Investment. The company’s comprehensive portfolio of products and services includes power system planning, topographical and geological surveying, feasibility studies, and detailed engineering design; project management, construction supervision, and owner’s engineering for thermal, hydroelectric, solar, wind, biomass, and nuclear energy facilities; power transmission engineering encompassing high-voltage substations and transmission lines up to 500 kV; turnkey Engineering, Procurement, and Construction (EPC) contracting for power generation plants and grid interconnects; comprehensive plant Operation and Maintenance (O&M) services administered through the centralized PECC2 Operation Control Center (PECC2-OCC) with remote SCADA monitoring; technical diagnostic assessments, thermal imaging, electrical testing, and equipment commissioning; electro-mechanical equipment fabrication, steel structure manufacturing, and specialized component production; and direct equity investment in renewable energy generation assets. The company primarily serves state agencies, independent power producers, industrial developers, and international energy investors across Vietnam, with overseas project engagements in markets such as Laos. In recent developments, PECC2 in consortium with South Korea’s Doosan Enerbility secured the major EPC contract for the 1,200 MW O Mon IV combined-cycle gas turbine power plant, a national priority project within Vietnam’s Block B-O Mon energy master plan. Expanding its green energy and de-carbonization operations, PECC2 established a strategic alliance with Japan’s erex Co., Ltd., securing EPC general contractor agreements for both the Tuyen Quang and Yen Bai biomass power plants under Vietnam’s National Power Development Plan 8 (PDP8). Furthermore, the company completed a strategic internal reorganization by consolidating its Power Plant Operation and Maintenance (POM) Branch and Electro-Mechanical (PEME) Branch into a specialized subsidiary, PECC2 Energy Services and Engineering Company Limited (PESE), designed to unify mechanical manufacturing with lifecycle plant operations. PECC2 has also advanced international business development by entering a memorandum of understanding with Australia’s Green Gold Energy to collaborate on renewable energy and transmission infrastructure initiatives.
