The company markets high-quality fuels through a network of nearly 3,000 retail sites across 62 Russian regions, offering gasoline, diesel, aviation fuel, compressed natural gas and electric vehicle charging; it leads in domestic catalyst production for hydrotreatment and hydrocracking, fully replacing imports since 2020, and trades actively on the St. Petersburg International Mercantile Exchange. Rosneft subsidiaries such as Orenburgneft and RN-Yuganskneftegaz manage key production assets, while Rosneftflot handles marine transportation including polar-class tankers. Recent developments include ongoing refinery modernization with hydrocracker launches at Achinsk, Komsomolsk, Novokuybyshevsk and Tuapse refineries, alongside plans for a new 2.2 million tonne hydrocracker at Ryazan to boost light product yields; the company advanced pilot production at Payakhskoye and Ichemminskoye fields in the first half of 2025, drilling over 62 thousand meters. In 2024 Rosneft discovered seven new fields and 97 deposits adding 0.2 billion tonnes of oil equivalent reserves, expanded gas infrastructure with 35 CNG facilities and 82 EV charging stations, and invested 74 billion rubles in environmental projects including associated gas utilization facilities. Early talks emerged in 2025 for divesting its 49.13% stake in India's Nayara Energy to Reliance Industries amid sanctions pressures, while U.S. sanctions were imposed in October 2025 alongside those from the UK and EU targeting operations.
