Business
Attock Refinery Limited (ARL) is a Pakistan-based downstream energy company engaged in the refining of crude oil and the manufacturing, processing, and marketing of a wide range of petroleum fuels, specialty solvents, and petrochemical products. Founded in 1922 and headquartered in Rawalpindi, Pakistan, the company operates as a subsidiary of The Attock Oil Company Limited (AOC) under the ultimate parent company Coral Holding Limited, representing the core refining asset of the vertically integrated Attock Group of Companies. ARL operates an integrated crude oil refinery located in Morgah, Rawalpindi, with a total nameplate refining capacity of approximately 53,400 barrels per stream day (bpsd), designed to process indigenous crude oils from northern and Potohar basin fields as well as domestic condensate, supplying essential petroleum products to the armed forces, industrial consumers, aviation sectors, and retail oil marketing networks primarily across the northern and central regions of Pakistan. The company manufactures and supplies a comprehensive portfolio of refined petroleum products, categorized into: motor fuels, including Premier Motor Gasoline (PMG / 92 RON) and High Octane Blending Component (HOBC / 95 RON); aviation turbine fuels, comprising Jet Petroleum-1 (JP-1), Jet Petroleum-8 (JP-8), and Aviation Turbine Fuel (ATF); middle distillates, including High-Speed Diesel (HSD in Euro-II and Euro-V grades), Superior Kerosene Oil (SKO), and Light Diesel Oil (LDO); heavy and industrial fuel oils, including Furnace Fuel Oil (FFO), Residual Fuel Oil (RFO), and Low Sulfur Fuel Oil (LSFO); liquefied gases, specifically Liquefied Petroleum Gas (LPG); and industrial solvents, process oils, and road materials, comprising Naphtha, Mineral Turpentine (MTT), Jute Batching Oil (JBO), Solvent Oil, and various grades of industrial and paving bitumen (including 60/70 and 80/100 penetration grades). In addition to its core refining operations, ARL holds strategic equity investments in affiliated group entities, including Attock Petroleum Limited (APL), National Refinery Limited (NRL), and Attock Gen Limited (AGL), and operates Attock Hospital (Pvt.) Limited as a wholly-owned healthcare services subsidiary. In recent developments, ARL has undertaken a major multi-million-dollar capital upgrade initiative under the framework of the Pakistan Oil Refining Policy for Upgradation of Existing/Brownfield Refineries. Valued at approximately $600 million, the upgrade project entails installing a state-of-the-art Continuous Catalyst Regeneration (CCR) Reformer unit, revamping the existing Diesel Hydrodesulphurization (DHDS) unit, and expanding secondary processing infrastructure to fully transition output to environmentally compliant Euro-V gasoline and ultra-low sulfur diesel standards while boosting motor gasoline yields by approximately 25% and reducing low-margin furnace oil production. To execute the engineering and project rollout, ARL entered into a contract with Italian engineering consultancy Studi Tecnologie Progetti S.p.A. (STP) for Front-End Engineering Design (FEED) and Project Management Consultancy (PMC) services. Concurrently, the company has finalized execution frameworks with governmental energy authorities and state-designated entities to operationalize tariff-supported upgrade funding mechanisms and escrow structures that secure the long-term sustainability and modernization of its refining assets.
