- Oil Terminal SA is a Romania-based marine terminal operator and logistics service provider specializing in the handling, storage, conditioning, and transshipment of crude oil, refined petroleum products, petrochemicals, and liquid chemical cargo. Founded in 1898 and headquartered in Constanța, Romania, the company operates as the largest liquid bulk terminal operator in the Black Sea port of Constanța and is majority-owned by the Romanian State through the Ministry of Energy.
The company provides a comprehensive suite of midstream logistics and terminal infrastructure services, including the reception, loading, and discharge of liquid bulk cargo via maritime vessels, river barges, railway tank cars, road tankers, and pipelines; liquid bulk warehousing and storage operations across an extensive onshore tank farm network with an aggregate storage capacity exceeding 1.4 million cubic meters; physical conditioning, homogenization, and additive injection services to maintain product quality parameters; physical-chemical laboratory testing, sampling, and analytical certification of petroleum and chemical products; direct pipeline transfer and interconnection with domestic refinery networks through Romania's national crude oil transport infrastructure operated by Conpet SA; and auxiliary port logistics, tank cleaning, and specialized terminal technical services. Oil Terminal SA serves domestic oil refiners, international commodity trading houses, petrochemical manufacturers, and regional energy distributors operating across Romania, the Black Sea basin, the Danube corridor, and broader Southeastern and Eastern European markets, including key transit routes to Moldova and Ukraine.
In recent strategic developments, Oil Terminal SA expanded its core port handling infrastructure through the commissioning of a new 55,000-cubic-meter storage reservoir dedicated to crude oil and diesel, alongside extensive modernization programs covering storage tanks T29S and T26S and rail unloading ramp installations. The company entered into a major commercial partnership with Swiss trading firm Euronova Energies to finance and construct a dedicated bitumen terminal in the Port Storage Area of Constanța, under which Euronova fully finances construction in exchange for a 10-year exclusive utilization agreement while Oil Terminal SA retains ownership and operational oversight. Additionally, the company entered into a strategic real estate partnership with developer Iulius to execute an over 800 million euro urban regeneration project on a 38-hectare disused industrial tank site in central Constanța, supported by a 29 million euro ecological soil bioremediation initiative to decontaminate historical industrial land for mixed-use commercial and urban development.
