(ICFI) provides professional services and technology-based solutions to government and commercial clients worldwide, including management, technology, and policy consulting and implementation services; advisory services encompassing research on policy, industry trends, and stakeholder behavior; program implementation services to define and execute policies, plans, programs, and business tools; analytics services featuring survey research, data collection, analysis, and actionable business intelligence; digital services for designing, developing, and implementing technology systems, business tools, and cybersecurity solutions; and engagement services covering public relations, branding, marketing, multichannel communications, and reputation management. The company operates across key markets such as energy, environment, infrastructure, and disaster recovery; health and social programs; transportation; public safety and security; and other civilian and commercial sectors, serving primarily U.S. federal government departments and agencies alongside state, local, international governments, utilities, and private enterprises in more than 90 offices spanning the United States, Europe, Asia, and other regions. Founded in 1969 as the Inner City Fund in Washington, D.C., by a former Tuskegee Airman and three U.S. Department of Defense analysts, it relocated headquarters to Reston, Virginia, and has since expanded through organic growth and strategic acquisitions. Recent developments include the 2024 acquisition of Applied Energy Group from Ameresco, Inc., enhancing energy technology and advisory capabilities for utilities and state governments; awards of over $210 million in European contracts in early 2025 for policy analysis, communications, research, evaluation, technology, and analytics; the October 2025 launch of the next-generation Sightline platform with AI analytics for utility customer programs, grid visibility, workflow automation, and regulatory reporting; and announced executive transitions effective early 2026, with CFO Barry Broadus retiring on March 1 after full-year 2025 results, COO James Morgan assuming chief operating and financial officer duties, and EVP Anne Choate becoming president to lead client-facing groups and business development.
