- Rompetrol Rafinare SA is a Romania-based downstream energy and petrochemical company engaged in crude oil refining, the manufacturing of refined petroleum and chemical products, and the marketing of fuels and industrial commodities. Founded in 1979 and headquartered in Năvodari, Constanța County, Romania, the company operates as the primary refining subsidiary of KMG International N.V., a wholly owned unit of the Kazakh national oil and gas company NC KazMunayGas JSC, with significant minority shareholding held by the Romanian State through the Ministry of Energy. The company manages an integrated production infrastructure comprising the Petromidia Refinery in Năvodari, which is the largest crude oil processing facility in Romania, the Vega Refinery in Ploiești, specialized in niche processing, and the country's sole operational petrochemicals polymer manufacturing division.
The company offers a diversified portfolio of fuels, specialty chemicals, polymers, and industrial services, including: automotive fuels comprising Euro 5 standard gasoline and diesel grades; aviation turbine fuels, including Jet A-1; liquefied petroleum gas (LPG); domestic heating oil and heavy fuel oil; standard and polymer-modified road bitumen; high-purity n-hexane for food processing and extraction applications; hydrocarbon solvents, chemical gasolines, and white spirit; petrochemical polymers, including polypropylene (PP), low-density polyethylene (LDPE), and high-density polyethylene (HDPE) resins; and platform utility services, including industrial electricity distribution, steam generation, water treatment, and technical laboratory testing. Rompetrol Rafinare serves industrial, wholesale, aviation, and retail sectors within Romania and exports refined and petrochemical products to regional markets across the Black Sea and Central and Eastern Europe, including Bulgaria, Moldova, and Georgia.
In recent operational and strategic developments, Rompetrol Rafinare has focused on asset modernization, energy efficiency, and decarbonization investments across its production platforms. The company completed the construction, testing, and operational handover of a major high-efficiency cogeneration power plant at the Petromidia industrial platform, developed in partnership through Rompetrol Energy and the Kazakh-Romanian Energy Investment Fund to supply captive electricity and steam. The company also initiated construction of a 4.8 MW photovoltaic solar power plant integrated with a battery energy storage system at the Vega Refinery platform, co-financed by the European Union Modernization Fund to generate renewable electricity for internal consumption and lower facility carbon emissions. Furthermore, the company executed comprehensive scheduled general turnaround and maintenance programs at both the Petromidia and Vega refineries to restore full throughput capacity, improve unit reliability, and advance preparatory engineering for green hydrogen and decarbonization initiatives.
