- Southeast Asia Commercial Joint Stock Bank (SeABank) is a Vietnam-based commercial financial institution that provides a comprehensive suite of retail, commercial, corporate, and investment banking products and services. Founded in 1994 and headquartered in Hanoi, Vietnam, the bank operates across a nationwide network of branches and transaction offices, serving individual retail consumers, small and medium-sized enterprises (SMEs), and large corporate entities throughout the country.
The bank conducts its operations through three core business segments: Retail Banking, Corporate Banking, and Treasury and Financial Markets. Its retail banking offerings include demand deposits, term savings, and foreign currency accounts; residential mortgages, auto loans, secured and unsecured consumer credit, and overdraft facilities; credit, debit, and prepaid cards under international and domestic payment schemes; bancassurance distribution; wealth management services; and omnichannel digital banking platforms such as the SeAMobile application. Its corporate and SME banking solutions encompass short-term working capital loans, medium- and long-term project financing, and syndicated credit facilities; trade finance services including letters of credit, import-export financing, factoring, and bank guarantees; cash and liquidity management, payroll services, and escrow accounts; specialized lending programs for women-owned enterprises; and foreign exchange and interest rate risk hedging. In its treasury and financial markets division, the bank provides interbank money market transactions, foreign exchange trading, government and corporate bond dealing, debt underwriting, and structured derivatives.
In recent strategic developments, SeABank has executed major capital enhancements, portfolio realignments, and international financing partnerships. The bank concluded an agreement to divest 100 percent of its charter capital in its consumer finance subsidiary, Post and Telecommunication Finance Company Limited (PTF), to Japan-based AEON Financial Service Co., Ltd. for approximately VND 4.3 trillion. To advance sustainable growth and expand credit for small and medium-sized enterprises, particularly women-owned businesses and climate-focused projects, the bank secured multi-million-dollar funding and convertible financing packages from international development institutions, including the International Finance Corporation (IFC), the U.S. International Development Finance Corporation (DFC), and the Norwegian Investment Fund for Developing Countries (Norfund). Furthermore, SeABank has continuously expanded its charter capital through equity issuances and accelerated its digital transformation strategy by upgrading its core banking architecture and integrating cloud-native artificial intelligence into its credit scoring and customer service operations.
