Business
Companhia de Saneamento Básico do Estado de São Paulo - SABESP provides water supply, sewage collection and treatment services to residential, commercial, industrial and public customers across 375 municipalities in the state of São Paulo, Brazil; operates 10.3 million water connections and 8.8 million sewage connections, serving 28.1 million people with potable water and 24.9 million with sewage services, representing 63% of the state's urban population; additionally supplies bulk water to certain municipalities and offers advisory services on sanitation projects. Founded in 1973 through the merger of predecessor entities and headquartered in São Paulo, the company, Latin America's largest water and waste management provider, focuses on basic sanitation including water abstraction, treatment, distribution, sewage collection, treatment and reuse, primarily in the São Paulo Metropolitan Region and regional systems. Recent developments include the October 2025 acquisition of EMAE, a hydroelectric power generator, for $212 million to enhance synergies in water security and energy; a $784 million A/B loan completed in November 2024 with a second $600 million tranche in May 2025 under its Blue Finance Framework to fund the Integra Tietê program for sewage expansion and Tietê River cleanup; May 2025 acquisitions of two public-private partnerships from Iguá Saneamento; regulatory approval in December 2025 for a 10.6% rate increase via ARSESP Resolution No. 1,748/2025; record R$4.0 billion investment in Q3 2025 toward universalization targets by 2029; and plans for nationwide sanitation auctions in 2025 with over R$50 billion in potential investments, alongside R$70 billion five-year capital plan incorporating AI and advanced treatment technologies.
