- Nordecon AS is an Estonia-based construction project management and general contracting group. Founded in 1989 and headquartered in Tallinn, Estonia, the company operates as a subsidiary of AS Nordic Contractors and is listed on the Nasdaq Tallinn Stock Exchange under the ticker symbol NCN1T. The company operates across two principal business divisions: Buildings and Infrastructure. Through these divisions, Nordecon AS offers comprehensive project management, engineering, and general contracting services; construction and renovation of commercial real estate, office complexes, shopping centers, and retail facilities; development of industrial buildings, logistics hubs, production plants, and warehousing facilities; construction of public infrastructure, educational institutions, healthcare centers, sports facilities, and cultural venues; development of residential apartment buildings and mixed-use complexes; road and highway construction, surfacing, and asphalt paving; year-round road maintenance and winter road care; specialist civil engineering, including bridges, viaducts, overpasses, and port facilities; environmental engineering, including landfill construction and rehabilitation; and utility network construction, including potable water supply networks, stormwater systems, and wastewater pipelines.
The group executes projects across Estonia, Sweden, and Ukraine through key operating subsidiaries, including Tariston AS for road construction, infrastructure engineering, and machinery rental; Embach Ehitus OÜ for general building construction; Swencn AB for Swedish construction operations; and Eurocon Ukraine TOV for Ukrainian market activities. Its client base includes state transport and environmental agencies, municipal authorities, public institutions, corporate developers, industrial enterprises, logistics operators, and private real estate investors.
In recent strategic and operational developments, Nordecon AS restructured its operating portfolio by divesting its 52% controlling stake in concrete specialist Nordecon Betoon OÜ to concentrate resources on general contracting and project management. The group also consolidated its infrastructure capabilities by merging wholly owned subsidiary Kaurits OÜ into Tariston AS. Nordecon and its subsidiaries have secured major strategic contracts across the Baltic region, including an alliance contract for specialized defense training infrastructure in Võru through Embach Ehitus, construction contracts for the Park Rae logistics park, the Tallinna Vesi operational center, the Tallinn Helen School complex, the Kotka Health Centre, the Seileri Kvartal mixed-use residential and commercial development in Pärnu, and multi-year public road maintenance contracts in Hiiu and Lääne counties. Furthermore, the group has integrated European Sustainability Reporting Standards (ESRS) into its operational and corporate governance frameworks to enhance environmental management and sustainable building practices.
