Tien Li Offshore Wind Technology Co., Ltd. designs, manufactures and sells offshore wind turbine blades; develops and produces wind turbine blade molds; improves blade production processes for greater efficiency; and provides blade maintenance services. The company produces specialized components including blade roots, blade roots with wing blades, small winglets for wind turbine blades and delayed separation trailing edge blades, with capabilities extending to 85-meter blades using composite materials for 9.5 MW wind turbine generators. Tien Li holds Vestas authentication, possesses proprietary blade production technology and know-how, and operates as Taiwan's only manufacturer of megawatt-scale offshore wind turbine blades, serving the renewable energy sector primarily in Taiwan and the Asia-Pacific region from its headquarters and main factory in Taichung City, Taiwan, where it was founded in 2009 with a 21-hectare facility completed in 2021 that supports annual production for 60 wind turbine generators and employs approximately 600 people. In March 2024, Tien Li signed a memorandum of understanding with Swire Renewable Energy A/S to form a joint venture delivering localized operations and maintenance services for offshore wind turbines in Taiwan and other Asia-Pacific markets, combining Tien Li's blade manufacturing expertise with Swire's capabilities in blade repair, electrical and mechanical maintenance, and marine logistics following Swire's acquisition of blade repair specialist Altitec. The company listed on the Taipei Exchange in October 2020 under ticker 6793 with paid-up capital of NTD 650 million, secured a blades manufacturing memorandum of understanding with MHI Vestas Offshore Wind from Denmark, obtained purchase contracts and syndicated bank loans, and continues to expand under Taiwan's third-phase offshore wind policy development.
