- Ley Choon Group Holdings Limited is a Singapore-based investment holding company and integrated underground utilities infrastructure and civil engineering service provider. Founded in 1990 and headquartered in Singapore, the group operates primarily through two business segments: Pipes and Roads, and Construction Materials. The Pipes and Roads segment delivers comprehensive engineering, construction, and maintenance services, including the laying, installation, repair, and maintenance of underground water and NEWater pipelines; high-pressure gas distribution pipes; high-voltage electricity cables; telecommunication and fiber-optic networks; sewer pipeline inspection, cleaning, and rehabilitation utilizing trenchless technology; road resurfacing, asphalt milling, and patching; airfield runway and taxiway pavement construction; and the supply and installation of graded stones and cement-treated base courses. The Construction Materials segment manufactures and supplies essential infrastructure materials, including the production of asphalt premix at high-capacity manufacturing plants; the processing and recycling of construction and demolition waste into eco-friendly recycled aggregates; the production of ready-mix concrete; and the manufacture of cement bricks and precast components. The group primarily serves government agencies, public utilities boards, transport authorities, telecommunications providers, power grid operators, and commercial development contractors across Singapore, with international capabilities and project footprints spanning Brunei, Sri Lanka, China, and Australia. Key operating subsidiaries include Ley Choon Constructions and Engineering Pte Ltd, Teacly (S) Pte. Ltd., and Chin Kuan Engineering and Contractors Pte. Ltd. In recent developments, the group fully settled all outstanding liabilities under its debt restructuring framework in 2024, which enabled the successful transfer of its listing from the SGX Catalist board back to the SGX Mainboard in March 2026. Furthermore, in June 2026, the company established a 51%-owned joint venture with Australia-based The Tunnel Company (Aust) Pty Ltd, titled Ley Choon TTC (Aust) Tunnelling International Pte. Ltd., expanding its technical capabilities and market reach in mechanized pipe jacking and trenchless microtunnelling infrastructure projects across regional markets, supported by major ongoing contract wins for public utility networks and road infrastructure maintenance.
